MINUTES OF LEVEN PARISH COUNCIL MEETING HELD ON

3rd APRIL 2007 AT 7.15pm IN THE RECREATION HALL

 

 
Present:

D Rhimes (Chair): S Nicholson on behalf of the Parish Council welcomed the Chair back after his recent illness.

 

DECLARATION OF INTEREST IN ANY MATTERS ARISING: 

 

K Macklin declared an interest in planning application DC/07/00891 as he may be carrying out the electrical work and therefore would not be taking part in the consultations.

  

 

MINUTES OF LAST MEETING: 

The Minutes of the Last Meeting held on 6th March 2007 were approved, S Nicholson proposed, Mrs D Hobson seconded and all were in favour.

 

MATTERS ARISING:

Vandalism: A resident has logged acts of vandalism that have been carried out around the bus shelter and the church. S Nicholson proposed, D Thorne seconded that the last remaining side panel of wood be removed from the shelter to stop the youths congregating. This was put to the vote with 4 for and 4 against. The Chair had the casting vote and it was decided that it would be removed.

Horse Riders: The Clerk had emailed ERYC regarding the Highway code and as to whether horse riders have to abide by it. As this is the case, The Clerk had written to Rectory Farm and The Redwoods Stables to remind all horse riders that they would be liable if an accident was to happen.

 

ERYC MATTERS:

Councillor Penny Peacock had telephoned The Clerk to advise that she was unable to attend the Meeting due to illness. Councillor Peacock is still looking into the Matter regarding the emailing of planning decisions and will report back to The Clerk once they hear anything.

Handyperson:

The Clerk had written to Mr Drake inviting him to the Meeting. The job description was explained to Mr Drake along with the terms and conditions. S Nicholson proposed, K Macklin seconded and all were in favour of offering the post to Mr Drake on an initial 3 month period. The Clerk is to forward to him a contract of employment for signing.

The correspondence from Leven and Brandesburton Horticultural Society was discussed and it was decided that the Clerk would write to them thanking them for their kind offer however, as both of the other planters are planted up free of charge by Leven Scouts and Mrs Ruth Mathison we wonder if they would also do this.

  

PLANNING APPLICATIONS:

 

S Nicholson proposed, Mrs J Gibson seconded and all were in favour of the Chair closing the Meeting to allow Mr J Bird to speak. The Meeting closed at 8.00pm.

Mr Bird advised that there had been two accidents with vehicles leaving Rectory Farm which is a shared access with two other properties. This is why the planning application shows a new access further along the road with better vision. The buildings that are to be converted at present have horses in them but these are to be moved. There will only be approximately 8 shoots per year but having a shooting lodge will allow Mr Bird to entertain at his own property. The erection of the buildings will be on the footprint of  buildings that have already been there. The Meeting re-opened at 8.10pm.

FINANCIAL MATTERS:

CCTV: D Thorne is still awaiting a quote from Visual Security Systems. A quote is to be obtained from Bower & Linsler of Long Riston. A third quote will be obtained.

Yorkshire Wildlife Trust: The matter regarding the purchasing of bird boxes was discussed but the decision was made that as we live in a rural area there are plenty of trees and hedges for the birds to make nests in. The Councillors also feel that whilst we have vandals in the village the boxes would also get vandalised.

 

REPRESENTATIVES REPORT: 

 

Police Matters: This was read out as correspondence. Burglaries have taken place in the village and residents should be vigilant

 

 

GENERAL PURPOSE MATTERS:

No drinking zone signs: The Clerk had received an email from Nigel Brignall, Safer Communities, ERYC advising that the signs were to be put up in March. As yet they have not appeared and the Clerk will chase this Matter up.

 

ANY OTHER BUSINESS:

 

Speed Monitoring: The Clerk will contact PC Pickering for an up date as to when this will take place.

Tuesday 8th May 2007 in the School to follow the Annual Parish Meeting commencing at 7.15pm.
