DECLARATION OF INTEREST IN ANY MATTERS
ARISING:
None
MINUTES OF LAST MEETING:
The Minutes of the
Meeting held on 5th June 2007 were approved, S
Nicholson proposed, K Macklin seconded and all were in
favour.
MATTERS ARISING:
Commuted Sums:
The Clerk had received a telephone call from Heather Crosby,
Youth Club Leader, advising that the Youth Club did not want
to take on the proposed Skate Park funding. D Heald to ask
the Playing Fields Association if they would like to apply
for the funding.
Mr E McGee - 1st
Leven Scout Group Chairman: Mr McGee came to inform the
Parish Council that there had been a change in the committee
members and he had taken over from Mr Drennan as Chairman.
He thanked the Parish Council for their financial support
and invited the Parish Councillors to a “Family Fun Night”
on 20th July 2007.
Flooding:
Councillor Pollard came to the Meeting with an update from
Huw Roberts, East Riding of Yorkshire Council. An
arrangement is going to be in place to pick up flood damaged
carpets, furniture etc from houses. ERYC are organising for
representatives from the Insurance Companies to be based in
the East Riding so that it will make it easier for people to
deal with them. Mrs Ablett advised Councillor Pollard that
there had been a lack of communication from ERYC and other
bodies and no telephone call from the Ward Councillors to
see how we were coping with the flooding situation. It would
appear that ERYC had no contingency plans in place. The
Parish Council were grateful to Andrew Milner from ERYC for
his assistance on the Friday. Councillor Pollard advised
that a “floodline” was set up quickly and that the ground
staff from ERYC delivered sandbags. However the Parish
Council disputed this as a resident had advised that when
they rang up they were told to bring their own pillow cases
and to fill them themselves.
The
Chair closed the Meeting at 7.34pm to allow people to speak

The points raised

All facilities to
help deal with the flooding went to Hull.
No assistance from
East Riding of Yorkshire Council.
If it should happen
again they would deal with it themselves as they had to this
time.
Mick Appleton -
Scruton the Builders:
Arrived at The
Orchard 10.00 - 10.30am Tuesday morning. At that time he
counted 53 properties affected by the flooding.
No support from
ERYC, Environment Agency, YW or Beverley and North
Holderness Drainage Board.
Should have been
advised on Tuesday to pump into High Bowlams Dyke.
Equipment is on
order to repair the pumps but do not know when it will be
here.
ERYC are helping to
get rid of the water now but this will cease at midnight 4th
July for the foul water and 8.00am 5th July for
the surface water. Need to convince ERYC to leave foul
sewage tanker in place. Engineers are coming out to assess
the pumping chambers on Wednesday afternoon. Hope to salvage
equipment and make temporary arrangements to get pumping
going. If it continues to rain they will be looking for
support from YW.
Scruton’s are not
“running” away from the site. They are pumping off the
surface water from the fields and the remaining houses on
The Orchard. YW are responsible from the drains.
John Bird -
Rectory Farm:
Good knowledge of
the local area and the dykes and drains. The drains and
dykes have not been cleaned out properly for some years.
The Quarry at
Catwick had taken in 500,000 cubic metres of water since
Monday. If it had not there would have been more flood
damage.
On Tuesday morning
he offered 4 pumps to the Environment Agency but they were
rejected.
John offered any
services to the Parish Council that he can help with. The
Chairman thanked him on behalf of the Parish Council.
Parish Council:
South Parade:
This has been an on-going problem since the Britannia
Development was built approx 20 yeas ago. The drainage
infra-structure should have been in place before planning is
allowed. As yet South Parade has not been adopted by YW. The
Clerk is to write to YW and ERYC to request that action is
taken to rectify the problems.
The Orchard:
The Clerk is to write to - ERYC Planning to ask why the
electricity supply for the pumping chambers has been allowed
to be placed at the lowest point of The Orchard. The Clerk
is also going to ask that all planning applications for new
developments be refused until the flood and drainage
situation is sorted. The Clerk will write to Huw Roberts
ERYC to thank him for his assistance and to the Environment
Agency and YW regarding the flooding and their lack of
assistance and communication.
Contingency Plan:
It would appear that ERYC did not have a contingency
plan in place as the Clerk was not advised of any details.
The Parish Council is therefore going to put in place its
own contingency plan and the Clerk is to write to The
Chairman of Leven Scouts, The Leven Playing Fields
Association and the Trustees of the Recreation Hall to see
if their premises could be used as a temporary shelter to
provide warmth and refreshments if another incident
occurred.
The Chair re-opened
the Meeting at 8.50pm.
ERYC Matters:
Planning
Applications: The Clerk had experienced problems when
emailing planning decisions to ERYC. It would appear that
other Councils have experienced the same problem but the
Clerk has been advised that the problem has now been
rectified.

Public Works Loan
Board:
The Clerk had obtained a settlement figure for the
outstanding loan and K Macklin proposed, Mrs Gibson seconded
and all were in favour of settling the outstanding balance.
Parish Plan:
This is to be carried forward to the next Meeting.
REPRESENTATIVES REPORT:
Police: The
Clerk is to write to the Police thanking them for all their
assistance during the flooding.
GENERAL PURPOSE MATTERS:
Speeding Buses:
The Clerk is to write again to EYMS with regards to the
buses speeding through the village and not observing the
speed limits.
ANY OTHER BUSINESS:
Streetscene:
The Clerk is to go on a walk around the village with members
of the Streetscene team from ERYC on 13th July
2007. Work is to commence at the end of July.
